Matthew Conger
Director of Education and Development
Matthew brings over a decade of elite international experience to Total Referee. A FIFA Referee for 12 years representing New Zealand, his career includes officiating at two FIFA World Cups (2018, 2022), two Olympic Games, and three FIFA Club World Cups. He has worked in top-flight leagues around the world, including the Saudi Pro League, Chinese Super League, A-League, and Major League Soccer.

As Director of Education, Matthew leads our small-group training sessions, offering referees at every level insight into what it takes to succeed at the highest stages of the game. His coaching style blends global perspective, technical expertise, and a passion for referee development.
Kevin Huet
Director of Sport Science
Kevin Huet brings over a decade of experience in exercise science and high-performance training to Total Referee. He holds a Master of Science in Sports Medicine and is a certified Exercise Physiologist (ACSM-EP) and Certified Strength and Conditioning Specialist (CSCS). He currently serves as a college professor in Exercise Science and contributes to the field as a peer reviewer for The Strength and Conditioning Journal and the International Journal of Exercise Science.

Kevin previously worked as a sport scientist for the Professional Referee Organization (PRO) before stepping away to focus on his on-field career. Even after his time with PRO, he continued to mentor and train referees — including numerous officials who went on to become National Referees, PRO officials, and members of the USA’s FIFA Panel.
He is currently a National Assistant Referee with over 100 professional assignments across USL Championship, USL League One, MLS Next Pro, the U.S. Open Cup, and international friendlies. Kevin blends cutting-edge research with practical, soccer-specific application to help referees train smarter, recover better, and extend their careers at the highest levels.
Billy Hale
Director of Operations
Billy is a National Referee with over 50 professional assignments across USL Championship, USL League One, MLS Next Pro, U.S. Open Cup, and international friendlies. His collegiate résumé includes numerous NCAA post-season appointments, including Division I conference finals and national tournament assignments across DI, DII, and DIII.

At Total Referee, Billy is in charge of operations, including video editing and the creation of supplemental training materials—like the “Role of the Fourth Official” module—designed to support referees on their path to the next level. His combined experience on the field and behind the scenes helps ensure that Total Referee’s educational content is both relevant and practical.
